The PIRLS results are the first to give information about younger readers, and suggest that funding at the early levels of school should be increased. David Zyngier from Monash University says resources are currently weighted towards the upper levels and the private sector. He says the results should not cause teachers to be blamed but rather prompt a rethink about how education money should be spent.
