The Prime Minister Kevin Rudd announced a proposal today for legislation to withhold welfare payments for families of truant school children. He says a hard line approach is needed to boost school retention rates from 75-90% by 2020. Its part of the government’s electoral promise to revolutionise the education system. But parents and advocate groups say that these tough measures are unlikely to fix the problem.
