The National Disability Insurance Scheme is shaping up to be quite revolutionary. But submissions to the NDIS Bill reveal that some groups are worried about how the scheme will work for Aboriginal and Torres Strait Islander people. The First Peoples Disability Network says many people in these remote communities don’t identify as having a disability.
