Why is Obama more popular than Romney outside the US, and will it matter?

As the United States heads to the polls, attention is shifting to how the winner of the Presidential Election will govern in the next four years. A recent survey of 21 countries shows President Obama has widespread support from those outside of the United States. Of the 21 countries involved, only in Pakistan was Mitt Romney’s approval rating greater than Obama’s. Experts say Obama is more popular due to his greater exposure and attitude to the outside world.

So would the negligible support for Romney in key US allies like France, Turkey, the United Kingdom, and even Australia, hurt the foreign policy of a Romney administration?
