Most Western nations have added a constitutional Bill of Rights to their systems in the past two decades. Australia remains a notable exception, along with countries like Burma and Brunei. Professor George Williams, Director of the Gilbert and Tobin Centre of Public Law at the university of New South Wales says the issues that have dominated politics in the past few years, including the war on terror and the treatment of refugees should be an impetus for the creation of such a bill which he says would make an enormous difference to the protection of human rights in this country.
