Proposed changes to university funding have been reviewed by the senate committee into higher education.
The committee recommends going ahead with the changes, which will see degrees increase in cost and the repayment threshold reduced to $42 000.
Permanent residents will gain access the the HELP loan system, meaning they will be able to access loans instead of having to pay fees upfront for the first time.
But they will lose access to commonwealth supported places, which could double or triple the cost of a degree for non-citizens.
