Report author says Land councils hold back indigenous progress

John Cleary is the author of the report recommending that the power of land councils be reduced. He says his report wasn’t anything to do with big business access to aboriginal land but was more about stopping duplication of services, and making the councils just land managers. He says they are currently creating monopoly operations in many communities and stifling competition.
