The number of asylum seekers arriving in Australia by boat has more than halved since last year according to the United Nations High Commissioner for Refugees. Yet the issue continues to be a political nightmare for the Gillard Government which announced a controversial refugee swap with Malaysia on the weekend. It also hopes to reopen the Manus Island detention centre in Papua New Guinea – one of the key planks of the Howard Government’s controversial Pacific Solution. PNG locals have welcomed the plan but refugee law experts say the move will be expensive, inhumane and potentially illegal under international law.
