Children as young as 10 years old have been placed on a “hidden” blacklist by the New South Wales police before they have even committed a crime.

The list is a part of the Suspect Targeting Management Plan (STMP) and has been used to preemptively target suspected offenders for police intervention.

Research has found that the STMP is disproportionately used against young people and Aboriginal people, with no evidence of crime prevention.
