The 2017-18 Federal Budget announced strong measures to punish to crack down on drug use.
Targeted at those receiving welfare payments, policies proposed included random drug-testing and removal of users from disability support pensions.
But, drug addiction is often the tip of an iceberg and an indicator of other serious issues in an individual’s life.
Will penalties serve to help those people out of trouble, or further entrench them in poverty?
