The Northern Territory have the highest rates of incarceration per capita in Australia, with one of the reasons for this being an issue of substance abuse. The economic impact of COVID-19 has forced cuts to a parole drug and alcohol rehabilitation program and it will cease to exist at come the end of 2020.
Clinical support for those in need has always been an underfunded issue in the NT, and the cuts will not be the only issue that the sector will face, as executive officer of Association of Alcohol and Other Drug Agencies of the Northern Territory, Peter Burnheim, explains.
