The investigators interviewed more than 1800 parents, students and teachers, with two-thirds of these people reporting bullying in schools. The report recommends a watchdog body be set up to provide oversight of the academic progress and treatment of children with disabilities in schools.

Victorian human rights watchdog has slammed the treatment of children with disabilities in schools. The Victorian Equal Opportunity and Human Rights Commission says that students have been prevented from taking NAPLAN tests, denied attending school excursions, and discouraged from enrolling.
