The detail is yet to come, but the Federal government has announced a framework for the new Aboriginal Land Rights Act for the Northern Territory. Indigenous Affairs Minister Amanda Vanstone says she wants to make the changes because the current act has resulted in 45 per cent of land being returned to Traditional Owners in the NT – making them “asset rich but still dirt poor”. Senator Vanstone says new laws would protect inalienability, communal title and the veto rights of traditional owners. Central Land Council Director David Ross has offered cautious support for the plan, but is keen to examine the detail. Mr Ross denies suggestions that Traditional Owners would not be negotiating through Land Councils under the new laws. Mr Ross agrees with Senator Vanstone’s assessment that the legislation will stop rogue mining companies from locking others out of development potential.
