Last year scenes of farmers burning a Murray-Darling Basin Authority report dominated TV screens. Since then, the commission which produced the report has been under heavy criticism. The government realised farmers vote and as a result the commission has increasingly lost its independence to make decisions about how much water should be taken from the Murray.
