Some of the decisions of that panel as outlined the Houston report have been met with criticism by human rights and refugee groups who say they are callous and do not meet international standards. Now, Government adviser of almost 12 years Professor Harry Minas has resigned from the asylum seeker and detention council citing concerns over the government's most recent asylum seeker policy changes. I talked with him a day after his announcement.

It’s been a year of tragedies, upheaval and radical policy shifts for asylum seekers and the Australian government. Looking back to January it’s hard to believe the same government, heads still reeling from the legal failure that was the Malaysia solution, would once again introduce the prospect of offshore detention. But that’s what they did after an expert panel, set up after approximately 90 people were killed trying to reach Christmas Island, suggested former Howard government detention facilities on Nauru and Manus Island be reopened.
