Three years since the state government first began introducing Alcohol Management Plans in Indigenous communities, they are still a source of anger and contention. Palm Island is the last of Queensland’s 18 Indigenous communities to face the introduction of a government-sponsored Alcohol Management Plan, or AMP, on June 19.
