When John Howard said the new Industrial Relations laws would increase employment, its unlikely he was thinking of the 54 lawyers employed by the Commonwealth, states and unions who are mounting and defending a challenge in the High Court. The test case, which began last week, is expected to go on for months and has been described as the most significant in constitional law in 80 years.
