A scathing review of the government’s Aboriginal programs has found the $3.5 billion spent each year has achieved little. The report shows that standards of indigenous housing, health and education in some areas haven’t changed since the 1970s. Closing the gap between Indigenous and non-Indigenous Australians is a difficult and complex goal, but some observers say the gap will continue to widen unless the government starts listening to Aboriginal voices in remote communities.
