With prisons full all over the continent, many feel it is just a matter of time before there is a Coronavirus outbreak.   Many Indigenous people are at high risk from COVID 19, particularly those with chronic and pre-existing conditions.  Many are also low risk prisoners who are incarcerated due to inability to pay fines, or from low risk violations.
