Great Keppel Island is a tropical paradise on the Capricorn coast of Queensland. Developer Tower Holdings shut the only tourist resort on Great Keppel, with plans to leave it empty for 18 months before beginning construction on a five star resort. Recreational Lease Lot 21 covers most of Great Keppel Island and the terms of the lease say it is for public and recreational use, and not to be commercial or developed. The lease expires in 2010, it has run 80 per cent of its course it is now up for review. Locals claim holding the lease is the actual reason Tower Holdings bought the resort initially.
