Today the government has released its white paper on how it plans to reduce carbon emissions. The Emissions Reduction Fund will compensate polluters for putting in place other emissions reducing schemes. Conservationists say the scheme is poorly backed with money and lacks enforcement provisions for companies that pollute on one hand and claim money for other schemes at the same time. The legislation faces hurdles in the Senate from the Greens and the Palmer United Party.
