Prmiers and chief ministers have released a discussion paper on a natioanl carbon emissions trading scheme. The scheme is like a carbon tax companies would ahve to cap the amount of pollutants they emit and if they exceed these limits, they have to trade with other companies that pollute less, paying them for unused pollution credits. The scheme – which is already up and running in Europe and parts of the US – has received a mixed response here. This report begins with comments from Monica Ritcher, Sustainability Program Manager for the Australian Conservation Foundation.
