After Brexit, and the introduction of border controls for the first time in decades, some thought COVID-19 would be the end of an already fractured European Union.

But the continent has rallied, and is negotiating a bailout that will be available to all 27 member states.

So far, no state has signalled objection. The package also promises to support more sustainable reforms.
