As New Zealand’s salvage crews race against time to pump fuel oil from the stricken container ship, there’s a debate brewing about who should bear responsibility for the disaster.

This afternoon, efforts to remove the sludge from the ship intensified as rough weather closed in. The Mediterranean Shipping Company, which was chartering the ship, has attempted to distance itself from the accident. But law experts say they have an obligation to pay for the cleanup and damage under international maritime pollution laws.
