It’s been one year since Cyclone Nargis hit the southern coast of Burma, leaving 140,000 people dead and displacing a further one million. Some areas have been rebuilt but hundreds of thousands of survivors continue to suffer. At the time, the world was outraged when the military refused to accept the bulk of international aid offered. There was also hope that the scale of the natural disaster would force the regime to open itself to the world and to democracy. But while the flood waters have receded, the regime has continued to make life difficult for international aid workers and impossible for its own citizens.
