China to establish a pilot carbon emission trading scheme

China has announced that it is going to introduce a pilot carbon emission trading scheme. The government has not released the details of the scheme, but has previously said that it hopes to establish a pilot scheme by 2013 and expand it nationally by 2015. Experts say that China establishing a carbon trading scheme will send strong signals to Australia and could affect the Australian policy debate.
