Child abuse and neglect has reached alarming levels in Australia. Critics say that the death of toddlers in Brisbane last week is only the tip of the iceberg and that many cases still go unreported. Since 2003, cases of abuse and neglect have risen by 45%. Current methods focus on intervention, but the National Association for Prevention of Child Abuse and Neglect says there is another way.
