The CDEP program was first introduced to remote Indigenous communities as an employment creation, on-the-job training and income support scheme. Its characteristics allow indigenous people to work part-time for a minimum income with the ability to boost income through livelihoods such as arts production and sales. But now, according to some, indigenous peoples’ choices will be restricted and they are limited to either participating in the mainstream economy or receiving welfare. From the July 1, no new CDEP jobs will be offered and existing positions will be phased out over the next two years. The Rudd Government’s reforms have met strong criticism from indigenous community leaders and politicians alike.
