Climate change is again dominating political debate in Australia, with Julia Gillard vowing to introduce a carbon tax in July next year and Tony Abbott promising to repeal it if elected to office. Yet it was back in 1990 – 21 years ago – that Finland became the first country to introduce a carbon tax. Since then Denmark, Sweden, the Netherlands and even India have followed.
