Carbon compensation favours pensioners over the unemployed

A large portion of the carbon debate has revolved around the compensation that will occur as a result of the scheme. The Australian Council Of Social Service, or ACOSS, is warning that people on particular types of welfare payments will receive less compensation than others. The compensation model has been based on household income, not how much people spend. Therefore, aged-care pensioners will continue to receive more money than those on Newstart allowances due to gaps that already exist between the welfare payments.
