The capsizing of a boat bound for Christmas island on Monday brought the asylum seeker death toll to 865 since 2009. Two people died in the tragedy, but did it have to happen?

The boat capsized after it was told by a Customs Boarder Protection vessel to cut its engines in high waters. When two officers attempted to board the boat, it capsized killing two and seriously injuring three others.
