Tough on crime is a vote-winner but all it does is fill our jails – that’s the view of Peggy Fulton Hora, currently advising the South Australian government on justice issues as Thinker in Residence . Peggy is a former US judge who got tired of seeing the same offenders over and over, and came up with the concept of therapeutic jurisprudence . She says it has proved to be an original and effective way of dealing with the non-violent crimes that currently clog up the court system.
