American troops are withdrawing from city centres in Iraq. Leaving combat duty and day to day soldiering to the Iraqi forces, they’re taking on a less aggressive advisory role. Prime Minister Nouri al -Maliki has marked this historic change with a public holiday. But the celebrations cover anxiety for the country’s future security and a sense that America has failed in Iraq.
