Shape, clear, hold and build. That’s the strategy of the current NATO offensive in Helmand province of southern Afghanistan. Around 15,000 US, British and Afghan National Army troops are pushing into the town of Marjuh, a Taliban stronghold and agricultural district involved in the narcotics trade. The operation is intended to wrest civilian support away from the insurgents, but 20 civilians have been killed in the first four days.
