The Fitzgerald Enquiry in 1987 exposed an extraordinary story – corruption in the Queensland police force to the very highest level – even the police commissioner ended up in gaol. And probably the most infamous story from those times was that of bagman Jack Herbert who kept his men on side with the money he extracted from the underworld.
