Zimbabwean president Robert Mugabe and rival Morgan Tsvangarai have failed to reach a power-sharing agreement during a conference of regional leaders over the weekend. The Southern African Development Community, or SADC, chairman South African president, Thabo Mbeki, had said that a deal was within reach. But with both sides refusing to concede certain powers, there are doubts as to whether an arrangement can be made. What will it take to restore Zimbabwe’s political stability?
