New eligibility rules for a variety of welfare payments have concerned advocates, saying it penalises women trying to escape domestic violence and young people trying to get into the workforce. Candidates will have to wait an average of four weeks to receive payments, with a shorter one week period for youth allowance and parenting payment recipients. Advocates say exemptions to the waiting period are difficult to navigate and rarely taken up.
