A nation-wide survey of public servants shows whose input they value most when it comes to making policy.

Above all, other public servants were the go-to sources of advice, while the general public came in near the bottom of the list.

This is despite the fact research shows properly designed public deliberation processes can work as well as elite-driven ones.
