Could Parliament see an Indigenous Body advising on Indigenous issues?

Malcolm Turnbull last year rejected the proposal for an Indigenous Advisory Body to parliament.

Now, Bill Shorten has said the Labor party will legislate for such a body, before taking it to a referendum for constitutional change.

Bipartisanship seems to be dead on this issue, and the legislation as yet has no form.

What are the chances of success?
