The blame for Victoria’s hotel quarantine debacle has been shifted from everyone to the Victoria Police to the Health Department, with no single entity wanting to take the full responsibility for their actions. As formal proceedings for the inquiry into the quarantine wrapped up this week, the questions arising surrounding the handling of the pandemic are mounting for the Victorian state government.
